Cocos-BCX TestNet was upgraded to V1.1.3
On March 21, 2020, the Cocos-BCX TestNet was upgraded to V1.1.3. Here are the updates:
1. Added an interface for mortgage and acquisition of GAS to the contract, which is convenient for developers to call the mortgage interface to obtain GAS in the contract.
2. Added an interface for querying the block according to the block ID, so that developers can query the block through cli_wallet API and chain API when the block ID is known.
